  Summary: Current law authorizes the California Firefighter Joint Apprenticeship Program to administer, prepare, and circulate to local governments a list of permanent career civilian federal, state, and local government firefighters eligible for appointment to a local government firefighter position. This bill would provide that a firefighter's name may remain on the list described above for 36 months. The bill would also delete the provision relating to determination of placement on the list. The bill would also make a conforming change.

  Summary: Would permit an annuitant who reinstates from retirement under PERS for employment by the state or a contracting agency and who subsequently retires again on or after January 1, 2014, to enroll in a health benefit plan under PEMHCA for which he or she is eligible, as specified, as an annuitant of the employer from which he or she first retired, upon meeting certain conditions. In this regard, the bill would require that the person's subsequent retirement occur within 120 days after separation of employment as specified.

  Summary: The Meyers-Milias-Brown Act requires the governing body of a local public agency to meet and confer in good faith regarding wages, hours, and other terms and conditions of employment with representatives of recognized employee organization. This bill would require that, if a tentative agreement is reached by the parties, the governing body vote to accept or reject that agreement within 30 days of the date it is first considered, as specified. The bill would not bar the filing of a charge for failure to meet and confer in good faith if the governing body rejects the tentative agreement.   Summary: Current law specifies the time period within which various proceedings may be commenced under provisions of law relating to workers' compensation. This bill would, only until January 1, 2019, extend the time period to commence proceedings to collect death benefits, if the proceedings are brought by, or on behalf of, a person who was a dependent on the date of death, from 240 weeks from the date of injury to no later than 420 weeks from the date of injury, not to exceed one year after the date of death. This provision would apply only to a specified injury causing death.

  Summary: Would provide an additional exception by requiring the employer contribution for postretirement health benefit coverage for an annuitant of the Sacramento Metropolitan Fire District who retires on or after the effective date of a memorandum or resolution related to employer contributions, to be based on a revised formula in which the employer contribution begins at 5 years of service, instead of 10 and would reach 100% of a specified amount if the annuitant attained 20 years of credited service, with certain exceptions. The bill would require that the Sacramento Metropolitan Fire District provide to the board a specified notification and any additional information requested by the board that the board deems necessary to implement the section.

  Summary: The Personal Income Tax Law authorizes an individual to contribute amounts in excess of his or her tax liability for the support of specified funds, including, among others, the California Firefighters' Memorial Fund and the California Peace Officer Memorial Foundation Fund. Current law provides for the repeal of the contribution provisions for these funds on January 1, 2016. This bill would instead repeal those provisions on January 1, 2021.

  Summary: Under the Meyers-Milias-Brown Act, if representatives of the public employee agency and the recognized employee organization fail to reach agreement, the parties may agree together upon the appointment of a mutually agreeable mediator. This bill would permit either party to request mediation and would require the parties to agree upon a mediator, if either party has provided the other with a written notice of declaration of impasse. If the parties cannot agree upon a mediator, the bill would authorize either party to request the board to appoint a mediator.

  Summary: Current law specifies the time period within which various proceedings may be commenced under provisions of law relating to workers' compensation. With certain exceptions, a proceeding to collect death benefits is required to be commenced within one year from several circumstances, including, but not limited to, from the date of death where it occurs within one year from the date of injury. However, no proceedings may be commenced more than one year after the date of death, nor more than 240 weeks from the date of injury. This bill would make technical, nonsubstantive changes to those provisions.

  Summary: Current law requires that aggregate disability payments for a single injury occurring on or after certain dates be limited, as provided. This bill would provide that the above-specified leaves of absence without loss of salary are payable in addition to the maximum aggregate disability payments for a single injury that is applicable to all workers. The bill would make these provisions applicable to all claims, regardless of the date of injury.

  Summary: To qualify for a firefighter endorsement, existing law requires a driver to provide to the Department of Motor Vehicles proof of current employment as a firefighter or volunteer firefighter and evidence of fire equipment operation training that includes directly supervised behind-the-wheel driver training. This bill would revise the licensing requirement described above for a person who conducts driver training to include a person who possesses a class C license with a firefighter endorsement.   Summary: Current law authorizes certain ground emergency medical transportation providers to receive supplemental Medi-Cal reimbursement in addition to the rate of payment the provider would otherwise receive for those services. This bill would authorize the State Department of Health Care Services to provide supplemental reimbursement under these provisions for the cost of paramedic services at a rate of payment equal to cost.

  Summary: Would require the Emergency Medical Services Authority (EMSA) to develop and adopt training and standards, and promulgate regulations, for all prehospital emergency medical care personnel, as defined, regarding the use and administration of naloxone hydrochloride and other opioid antagonists. The bill would authorize the EMSA to adopt existing training and standards for prehospital emergency medical care personnel regarding the statewide use and administration of naloxone hydrochloride or another opioid antagonist to satisfy the requirements of the bill's provisions.
